DEFINITION : Provides leadership in English Language Arts and Literacy for grades K through 12.? Coordinates the design, development, and the alignment of the Baltimore County Public Schools (BCPS) curriculum in English Language Arts to the?
Maryland College and Career Readiness Standards . Ensures that all initiatives support the BCPS system-wide goals and priorities in the?
Blueprint for Maryland’s Future. ? Develops and facilitates professional development related to the Science of Reading and curriculum and instruction in English Language Arts K-12. Supervises office personnel as they support curriculum implementation, instructional pedagogy, and curriculum design in schools. Performs other duties as assigned.
EXAMPLES OF ESSENTIAL DUTIES : - Supports the Director in implementing the vision and mission for English Language Arts (ELA) and literacy K-12.
- Provides leadership in the implementation of high-quality English Language Arts curriculum, aligned to the Maryland College and Career Readiness Standards and the Blueprint for Maryland’s Future .
- Provides leadership in the implementation of a comprehensive ELA curriculum including scope and sequence documents, pacing guides, and expectations for required assessments.
- Provide systemwide leadership in the implementation of the Science of Reading by ensuring alignment of curriculum, instruction, assessment, and professional development with evidence-based literacy practices to drive instructional improvement and accelerate student reading achievement across all grade levels.
- Supports early literacy achievement by coordinating systemwide implementation of evidence-based practices and assessments to ensure all students read proficiently by the end of grade 3.
- Collaborates with other content coordinators to ensure the integration of literacy across disciplines to support all students in being college and career ready by the end of their tenth-grade year.
- Provides leadership in the implementation of aligned assessments supporting secondary administrators and teachers in utilizing student performance data to identify patterns and trends, inform instructional practices, and provide responsive instruction.
- Directs the identification and recommendation of literacy prevention, intervention, and enrichment opportunities for secondary students in collaboration with the Department of Special Education, Multilingual Achievement, and Advanced Academics.
- Collaborates with leadership in the Department of Special Education and the Office of Multilingual Achievement to ensure that all students have access to grade-level curriculum with appropriate scaffolds and linguistic supports.
- Designs, facilitates, and coordinates effective professional learning experiences that lead to the development, implementation, and evaluation of school and system-wide ELA and literacy programs.
- Collaborates with the Department of Purchasing in evaluating and identifying approved textbooks, instructional materials, and software for ELA and literacy.
- Maintains collaborative relationships with Maryland State Department of Education (MSDE), community agencies, institutions of higher learning, and other literacy leaders that benefit schools and support system priorities.
- Ensures fiscal accountability by applying effective practices in planning, budgeting, controlling, and assessing the use of Office of Secondary English Language Arts’ budget and grant funds.
- Supports the evaluation of the performance and professional growth and development of staff within elementary and secondary ELA and literacy, including support to school-based administrators in the appraisal process.
- Performs other duties assigned.
MINIMUM QUALIFICATIONS : Education, Training, and Experience :
- Graduation from an accredited college or university with a master’s degree in English or a field directly related to the assignment.
- Three years of leadership/supervisory experience in a directly related field.
- Five years of successful teaching or related experience preferred.
Licenses and Certificates :
- Possession of a Maryland Educator Advanced Professional Certificate in an area appropriate to the assignment with an Administrator I endorsement.
OR - Possession of, or eligibility for, a Maryland Educator Advanced Professional License in an area appropriate to the assignment and Administrator I Licensure.

PHYSICAL AND ENVIRONMENTAL CONDITIONS : The work of this class is generally performed in an office and in a variety of school environments. Work may include the operation of office equipment, including personal computers, and demands occasional limited physical activities.
CONDITIONS OF EMPLOYMENT : Work schedules may include evenings and weekends. Employees may be required to work beyond their normally scheduled hours with little or no advanced notice.
FLSA : Exempt
GRADE: Grade 11 on the BCPS CASE 12-month pay scale
SALARY: $106,830 - $161,872

Pre-Employment Requirements: - All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (per COMAR) completed. The fee charged for fingerprinting is $109. An identification card will be issued which must be shown prior to employment.
